Description
It is proposed to establish a Multi-Party Framework which will consist of two lots, • Lot 1 will consist of larger scale substations with a range between 110 – 400kV and an estimated cost range between £20 to £100m. • Lot 2 will consist of medium scale substations with a range between 33 – 275kV and an estimated cost range between £1 - £20m • The scope of works to be procured will include predominantly substation works including turnkey electrical, mechanical, civils and enabling works, with the inclusion of local overhead lines and cables within the curtilage of the site. • NIEN wish to retain the flexibility for each lot to utilise both Design and Build (D&B) and Engineering Procurement and Construction (EPC) models. • The default approach will be that equipment supply (transformers and switchgear etc.) will be in the scope of projects. Free issue of equipment will be limited to those projects for which NIEN have equipment ordered.

Award Criteria
Price | NIE Networks envisage that the cost criteria to be used in the assessment of tendered proposals will relate to the following • Project Price • Framework Fee Percentage & Key Rates NIE Networks are in the process of developing the pricing strategy and in accordance with Section 24 of the 2023 Procurement Act NIE Networks will refine the above listed criteria by adding detail/sub-criteria and allocating weightings which will be made available to successful Suppliers who are shortlisted and invited to the tender stage of this multi-stage process. Full details relating to the award criteria will be published in the Instructions to Tender and will thereafter remain unchanged throughout the remaining stages of the process While the Percentage weighting in the Notice states 40%, please note this is stated solely for the purpose of publishing the Notice. The actual cost ratio and weightings will be refined and confirmed at tender stage, where the Cost Criteria will be weighted in the range of 30% - 50%. |
Technical | NIE Networks envisage that the quality criteria to be used in the assessment of tendered proposals will relate to the following • Framework Management & Collaboration • Project Design • Project Construction • Project Programme • Project Management • Project Health, Safety & Environmental NIE Networks are in the process of developing the technical specifications relating to the initial projects to be awarded following this tender competition and as referenced in the Pre-Qualification Instructions. In accordance with Section 24 of the 2023 Procurement Act NIE Networks will refine the above listed criteria by adding detail/sub-criteria and allocating weightings which will be made available to successful Suppliers who are shortlisted and invited to the tender stage of this multi-stage process. Full details relating to the award criteria will be published in the Instructions to Tender and will thereafter remain unchanged throughout the remaining stages of the process. While the Percentage weighting in the Notice states 60%, please note this is stated solely for the purpose of publishing the Notice. The actual quality ratio and weightings will be refined and confirmed at tender stage, where the Quality Criteria will be weighted in the range of 50% - 70%. |
